We want to inform our construction clients and industry suppliers that the Credit License becomes mandatory from November 1st. As of October 1st, the requirement for a credit license to operate in temporary or mobile construction sites has come into effect for companies - including those not classified as construction companies - and self-employed workers who operate "physically" on construction sites. This new tool was introduced in the construction industry by the PNRR decree, which established that at least 15 credits are needed to operate on a construction site, with the aim of ensuring greater safety. The measure directly affects about 900,000 industry operators and aims to improve safety in temporary and mobile construction sites.

From November 1st, the transitional phase expires, and it will no longer be possible to operate on site based solely on the submission of a self-certification/substitute declaration.

For whom will the credit license be mandatory?

  • Companies operating in temporary or mobile construction sites

  • Self-employed workers engaged in temporary and mobile construction sites

Companies and self-employed workers established in other EU member states or non-EU countries must also possess an equivalent document recognized by Italian law.

How to request it and what are the necessary requirements?

The procedure for requesting the credit license is entirely digital:

  1. Access the National Labour Inspectorate portal (servizi.ispettorato.gov.it/) using personal SPID or CIE.

  2. Complete the online application, selecting the necessary requirements and self-declaring their truthfulness.

  3. At the end of the procedure, download the receipt in PDF format containing the unique alphanumeric code associated with the license.

The application can be submitted by the company's legal representative, the self-employed worker, or a delegated subject (such as labour consultants, accountants, lawyers, and CAF).

To obtain the credit license, it is necessary to possess the following requirements:

  1. Registration with the Chamber of Commerce, Industry and Crafts

  2. Fulfillment of training obligations for employers, managers, supervisors, self-employed workers, and employees

  3. Valid DURC (Single Document of Contribution Regularity)

  4. DVR (Risk Assessment Document)

  5. DURF (Single Document of Fiscal Regularity)

  6. Designation of the prevention and protection service manager, where required

These requirements can be attested through self-certification or substitute declarations of notarial deed.
